It has many names and nicknames and it’s one of the most important parts to the process of vaping, but whether you call it E-Liquid, E-Juice, Juice, or any other number of things, you don’t have vape unless you have the liquid. For the purpose of this article, we simply refer to it as E-Liquid. Now, while it may be just another cog in the wheel, for lack of a better term, the E-Liquid you choose to use is going to ultimately have one of the biggest effects on your vaping experience that any one step in the vaping process can. So, when you choose your ingredient, choose wisely, but we’re going to take the time to break down the differences to give you the knowledge you need to make that choice!

E-Liquid is normally made up of a mix of Propylene Glycol, Vegetable Glycerin, Distilled Water, Ethyl Alcohol, and Flavoring or Extracts. Some also use nicotine, others don’t, but every brand doesn’t use the same percentages of Propylene Glycol and Vegetable Glycerin either. They all provide differences to tweak the experience for the user, and with all of the flavors out there, the vaping experience can be as different and personal to you as you want it to be. Some companies have even gone as far as putting different vitamins and caffeine in their E-Liquid.

When you’re selecting your E-Liquid, you’re also going to want to make sure you’re getting the best bang for your buck. Something being more expensive doesn’t always equate to it being better. Because of this, you’re going to want to understand why they’re more expensive than others. With every company using similar mixtures, you’re going to want to check the ingredients. Premium E-Liquid companies tend to use food grade flavor extracts and package their E-Juices in glass bottles. They’ll also use high-quality nicotine, but do your research and make sure you’re making the best selection for your best vape.

There will be tell-tale signs that let you know what condition your E-Liquid is in after you’ve been using it for some time. As the E-Liquid ages, it can become darker over time due to nicotine oxidation. The more nicotine your brand has in it will also affect the color, but you can help control the speed at which your E-Liquid ages. It’s sensitive to both heat and light. Storing your E-Liquid in a cool, dark place will slow down the nicotine oxidation and keep your product fresher for longer. If you want to store for extended periods of time, you can store in your refrigerator, and glass bottles tend to hold up much better than plastic over time.

Another way you can control the flavor and performance of your E-Liquid is a practice called “steeping.” Just like you’re allowing a good win to age, “steeping” your E-Liquid can give the flavor a deeper and smoother taste over time. If your flavor is too strong, open the cap and allow the bottle to breathe for a bit. If it’s too weak, keep the cap on and store in a cool dark place for some time, the length is determined by the result you’re after. You can also choose to place the E-Liquid in warm water, repeating this process until the water becomes room temperature. Always remember, though, make sure you shake up your E-Liquid prior to “steeping” to make sure its mixed up and fully homogenized.

Non-smokers can always use an E-Liquid without any nicotine, but smokers and ex-smokers may want to use a product with nicotine. E-Liquid ranges from 3mg/ml (.3%) to 24mg/ml (2.4%) and sometimes higher, and which you choose to go with depends on your habit. Light smokers should probably stay towards the low end of the spectrum, at least to start, while heavy smokers may be looking for a stronger product. The medium range tends to be where many people like to start and adjust from there. One of the best things about vaping is its flexibility for each and every person who tries it.

In the world of vaping and e-cigarettes, there’s a multitude of options available to those who indulge. From the classic, cigarette-like disposable models to the modifiable rigs that allow you to personalize your mod in all different kinds of ways. One of the bigger issues with the advanced, refillable mods is the threat of the e-liquid leaking. Any loosening of the cap on those models could spell disaster in a pocket, purse, or bag, but the POD systems alleviate that threat with their leak-proof cartridges. For those who are vaping on the go, this is a major weight and threat lifted off of their shoulders.

The Cons

While the battery life may be higher than smaller, similar products, the fact remains that they’re nothing compared to the more advanced vaping mods. Those box mods are always going to take the cake in a battle of battery longevity, but what you lose in staying power, you gain in portability.
While the interchangeable, leak-proof cartridges are certainly a plus with the POD systems, they aren’t quite as large as the box mod tanks. The POD systems range anywhere from under 1mL to upwards of 2mL whereas the box mods can go higher than 4mL in some cases.
Lastly, one of the biggest complaints about the POD systems is their lack of flavors. This will certainly be addressed in the future, but for now, your variety is going to be severely diminished if you choose to go this route. Mass recall of Vuse Vibe

THE first ever recall of a mass-marketed vaping product has been actioned after a series of complaints.
The RJ Reynolds Vapor Company has recalled all 2.6 million Vuse Vibe power units after 10 customers reported malfunctioning batteries in their units.

The company warns the batteries – or “power units” – in the rechargeable section of the vape pen, may cause the device to overheat and create a fire risk.

There have been no reported injuries caused by the defective devices.

Industry insiders believe it is also a prudent move by RJ Reynolds to stay one step ahead of the Food and Drug Administration’s recalls. The Tobacco Act requires companies to notify FDA of any product failures -and faulty batteries would be in their line of site.

“We believe that the issue is confined to a small fraction of all Vuse Vibe products sold, and involve a battery manufactured in 2016 by a contract supplier,” the company said in a statement.

“Until we have concluded our investigation and identified the exact cause of the problem, we have voluntarily taken the action to recall all Vuse Vibe power units in the market, until further notice.”
Reynolds has also issued the following instructions for Vibe owners:

1 STOP using your Vuse Vibe
2 Unscrew the tank from the power unit
3 Do NOT charge your Vuse Vibe power unit
4 Call 1-800-369-8200 to get further instructions

Customers are advised that units are not being replaced by retailers but Reynolds will mail a pre-paid shipping envelope for recalled units. The recall only applies to the Vibe model. The Vuse Solo and Ciro devices use different batteries.

Customers are also being offered refunds and Reynolds has notified the FDA of the recall.

San Francisco Voters Uphold Ban on Flavored Vaping Products

The measure is considered the strictest in the nation. Voters backed it despite an expensive advertising campaign funded by a major tobacco company.

Despite a $12 million ad blizzard by a giant tobacco company, voters in San Francisco resoundingly supported a new ban on the selling of flavored tobacco products, including vaping liquids packaged as candies and juice boxes, and menthol cigarettes.

The measure, known as Proposition E, is said to be the most restrictive in the country, and health groups predicted it could serve as a model for other communities.

The vote had been expected to be close, but the final tally was 68 percent to 32 percent in support of the ban. Those results reflected a big miscalculation by R. J. Reynolds Tobacco Company, which had saturated the city with multimedia ads in four languages, likening the ban to Prohibition and invoking a black market crime wave.

“They had a strategic chance there to show that they are actually walking the walk and talking the talk about moving smokers to nonsmoker tobacco products,” said Eric Lindblom, a Georgetown Law professor and former Food and Drug Administration tobacco official. “Instead they took this scorched earth approach, trying to eliminate the entire flavor ban. They failed and now other jurisdictions can say, ‘Why should we compromise?’”

Although using electronic cigarettes, or vaping, is touted as a means of smoking cessation, parents, public health advocates and federal regulators have expressed deepening concern as some studies show that the products are gateways to smoking for teenagers. E-cigarettes give users a powerful hit of nicotine, but without the mix of toxins contained in traditional, combustible cigarettes.

Schools across the country have grown increasingly alarmed about the growing use of e-cigarettes among middle- and high school students, and some are taking harsh disciplinary measures, including suspensions, to curtail it.

Dr. Melissa Welch, a spokeswoman for the American Heart Association, one of several national organizations that fought to uphold the ban, said she hoped the San Francisco vote would be a first step toward ending “the sale of candy-flavored tobacco before nicotine addiction claims a new generation of young people.”

Proponents of the ban pointed to some 7,000 products, including those with flavors said to be particularly alluring to young users like bubble gum, chicken and waffles, and unicorn milk.

San Francisco’s Board of Supervisors unanimously approved the ban last year. It was to take effect in April. But R. J. Reynolds, which makes popular vaping products called Vuse, as well as Newport menthol cigarettes, propelled the campaign to block it by getting the initiative on Tuesday’s ballot.

Jacob McConnico, a spokesman for R. J. Reynolds, called the vote “a setback for tobacco harm reduction efforts because it removes from the market many potentially reduced-risk alternatives.”

Nevertheless, he added, the company would urge federal officials to draft regulations to restrict youths’ access to the products while “preserving choice for adult smokers who are looking for alternatives to help them switch.”

Juul Labs, maker of the top-selling vaping devices, which is based in San Francisco, did not have a prominent voice in the debate. The company did not respond to requests for comment.

A coalition of groups, including the American Cancer Society, the American Heart Association, the American Lung Association and Tobacco-Free Kids Action Fund, conducted a vigorous drive to uphold the ban. Their war chest was significantly smaller — $2.3 million, including a $1.8 million personal contribution from Michael R. Bloomberg, the former mayor of New York City.

In a statement, Mr. Bloomberg said the vote “shows that the tobacco industry, no matter how much money it spends on misleading ads, can be defeated. This vote should embolden other cities and states to act.”

The United States has lagged behind other nations in regulating menthol cigarettes. The inclusion of menthol in the San Francisco ban was hailed by numerous groups, concerned about the booming sales of menthol cigarettes among minorities, who have seen disproportionately high mortality rates related to smoking.

“The ban on menthol cigarettes is a monumental step forward for health equity and social justice for communities of color,” said Dr. Phil Gardiner, a co-chairman of the African-American Tobacco Control Leadership Council.

Canada banned the sale of menthol cigarettes last fall, and a similar measure for the European Union will take effect in 2020. In the United States, the F.D.A. banned cigarettes with flavors like chocolate, cinnamon and vanilla in 2009 and said it would look at menthol cigarettes. Though it has taken steps to regulate them as well, the agency has continued to allow them on the market.

A handful of other cities, including Chicago, New York and Providence, R.I., have some restrictions on flavored tobacco products, such as limiting their sale to adults-only stores.

Matthew Myers, president of the Campaign for Tobacco-Free Kids, said that some cities, including Duluth and St. Paul in Minnesota, have instituted more circumscribed bans than San Francisco’s, but held off widening their reach when they saw the pushback from R. J. Reynolds.

“When Reynolds paid to put this on the ballot, other jurisdictions were cautious,” he said. “The resounding vote in San Francisco is going to lead a lot of cities to take a closer look.”

Such policies can be tough to manage, said Mark D. Meaney, a senior lawyer for the Public Health Law Center, which has helped draft tobacco restrictions. “But San Francisco certainly has the expertise and capacity to enforce them.”

Oakland recently passed restrictions that will soon take effect, and outreach workers are contacting small retailers to educate them about the new ordinance. Just this week, the San Mateo County, Calif., Board of Supervisors unanimously approved a ban that very much resembles San Francisco’s and one in small, rural Yolo County, Calif.

Although R. J. Reynolds led the attack on the ban, other groups joined in. Libertarians took up the protest, saying that the government was overreaching. Small business owners also fought back, saying that the ban would sharply reduce their profits.

“Anchor products allow us to stay competitive to big-box stores, and we will lose regular customers that keep our doors open,” said Miriam Zouzounis, a board member of the Arab American Grocers Association, which represents over 400 businesses in San Francisco. She said the law would disproportionately affect Arab, Sikh and Asian store owners.

The ban is expected to take effect within days after the vote is officially certified.

Misinformation Disseminated by Major Public Health & Medical Organizations

It’s getting worse. The vapor industry’s flavor fight has evolved into becoming the centerpiece in its battle for overall survival. From flavor’s role in youth access to how flavors keep smokers from going back to combustible cigarettes to when products entered the market, it seems every aspect of the vapor industry is under fire. Unfortunately, misinformation is becoming the weapon of choice for many anti-vapor advocates.

Sometimes, it’s a small mistake. For example, Education Week, a U.S.-based non-profit publication focused on precollegiate education, in July published an article suggesting that Juul flavor cartridges come in kid-friendly varieties such as mango, crème brulee and gummi bear. Juul does not and has never marketed a gummi bear flavor, according to Juul Labs spokesperson Victoria Davis.

Other times, it’s much larger. In April, the Campaign for Tobacco Free Kids (CTFK) stated that six leading public health and medical organizations sent a letter urging the U.S. Food and Drug Administration (FDA) “to take action to address Juul’s popularity among youth, including removing from the market Juul flavors such as mango and cool cucumber that appear to have been introduced after Aug. 8, 2016, the FDA’s deeming deadline, without FDA review.”

However, in an email to Vapor Voice, Davis wrote that “those flavors were commercially marketed consistent with FDA regulations.”

Then, again, in early August, the same six organizations sent another letter urging the FDA “to stop the sale of new electronic cigarette products that have been illegally introduced in recent months without the agency’s prior review and authorization,” according to a statement posted on the CTFK’s, one of the signatories, website. News of the letter was picked up by several major media organizations, including the Associated Press, USA Today and Good Morning America. The problem, however, is that at least some of the products mentioned in the letter were already on the market when the regulatory agency’s deeming deadline passed.

For example, Altria’s MarkTen Elite, R.J. Reynolds’ Vuse Alto and ITG Brands, Imperial Tobacco’s U.S. arm, Myblu devices were all on the market prior to Aug. 8, 2016, according to several sources who asked not to be named since they didn’t have permission to discuss the products because manufacturing and marketing data is confidential.

The public health groups did correctly interpret the law in that it prohibits any product changes, however slight, to any SKU that was on the market as of Aug. 8, 2016. However, there are some other rules that apply. Firstly, a product could have been on the market with the same, or with another name, as of the deeming deadline even in a very small quantity. While the Tobacco Control Act (TCA) suggests that selling a product in a “test market” may not be the same as placing a product into interstate commerce, the FDA has taken the position that all product sales, including online sales, qualify as interstate commerce and there is no minimum requirement for market size or quantities sold.

To meet the deadline, the manufacturer could have either rebranded or renamed that same exact product or began marketing the product more visibly so as to appear to consumers that it is a “new” product, when in fact the product could have existed on the market prior to the deadline. Altria’s MarkTen Elite, for example, was on the market prior to the deeming deadline under a different brand, according to industry sources.

Passing judgment

Regulation is complicated and vapor industry rules are no different. The reason why vapor products (which the FDA has deemed tobacco products) may be renamed or rebranded without a premarket tobacco authorization (PMTA), is due to a 2016 court decision, Philip Morris USA v. FDA (U.S. District Court for the District of Columbia, No. 15-1590).

In that case, Judge Amit Mehta vacated an FDA draft guidance, which stated that a label change made a tobacco product a “new product” and thus subject to premarket review. In other words, all products subject to the TCA may change their labels (which may include a name change, as well as a color and branding change) without any premarket review requirement by the FDA.

Therefore, a vapor product marketed under a specific name and packaging color on Aug. 8, 2016, may be rebranded at any time without any need to obtain an FDA premarket authorization (new products must be reviewed and approved by the FDA before they can be legally marketed) under either of the two premarket review pathways provided. The FDA also has a substantial equivalence (SE) pathway, which allows products similar to an approved product to have an easier path to market than the PMTA process.

What should be noticed by vapor industry representatives, however, is that in the same ruling, Mehta found that changing the quantity of the product in the packaging does make the respective product a new product, and thus subject to premarket review by the FDA before such changes can be made. So, if a pod size in a closed system were to be increased or if the tank size or battery capacity increased after the deeming deadline, according to the ruling, this would create a new product and would require a PMTA before being sold.

Complicating matters, the FDA has not reviewed and does not have under review any vaping product PMTA as of the writing of this article. There are also no suitable predicate products available (the deadline for grandfathered products under the TCA was Feb. 15, 2007) for vaping products to pursue the less onerous SE premarket authorization pathway. This has been a point of contention for many in the vapor industry who say a new date should be realized by the FDA, possibly the date the deeming rule was made public. The FDA contends that only the U.S. Congress can change the grandfather date.

Another problem plaguing the industry is that even if a product is sold under the exact same name and packaging, manufacturing records can only be accessed by the FDA during an authorized inspection. Only the FDA can require that a company demonstrate that a product is completely unchanged since the deadline. Meaning that a product’s recipe, ingredients, parts and materials used in the manufacturing of the product (whether a liquid, device or combination of the two) remain the same.

“Because of the proprietary nature of the ingredient and technology information, there is no way for any of us to know if a certain product being sold today has the exact same formulation or technology as on August 8, 2016 (which is legally required, or else the product is termed ‘adulterated and misbranded’ under the TCA),” said Patricia Kovacevic, an experienced tobacco attorney who has been working in the vapor industry for nearly a decade. “However, the Tobacco Control Act is not self-executing—meaning it takes an enforcement act by the FDA to remove a product found to be violative from the market.”

To date, the FDA has not acted to take any vapor product off the market for changes made after Aug. 8, 2016. Many vape shops also mix and create new liquids every day. The deeming rule clearly states that vape shops creating their own in-house e-liquids are considered manufacturers and must file a PMTA for every “new” bottle produced.

Numerous vapor companies have expressed concern to the FDA stating that the lack of any enforcement creates extremely unfair competition issues for manufacturers who try to remain compliant. “There is no exception for ‘test markets’ or ‘small batch’ sales, as it is sometimes implied,” says Kovacevic. “In fact, there is no exception explicitly sanctioned by the FDA, period.”

One of the tools the FDA does have at its disposal is to encourage innovation in spite of the prohibition against product changes. The FDA could issue a guidance describing an enforcement discretion policy regarding a defined set of product changes, according to Kovacevic.

“[The] FDA has the ability, if there is political will, to allow innovation in the vaping space by announcing a policy of enforcement discretion with respect to vaping product changes made after August 8, 2016,” she told Vapor Voice. “This was required in various comments to the proposed deeming rule docket when introduced in 2014. The agency has, in the past, exercised enforcement discretion on numerous occasions.”

This means that the FDA could state in a supplemental draft guidance that any changes to a vaporizer’s battery, coils, or other parts of the device with similar (but not identical) parts that are functionally interchangeable, would not trigger a premarket review requirement. “It is unlikely—though highly desirable – that the FDA will do so in the near future. With over 1.5 million individual SKUs registered with the FDA (some say over 2.5 million), there is a clear impossibility to enforce against product changes anyway,” says Kovacevic. Some believe that the FDA will simply remove vaping products from the market only after Aug. 8, 2022 (the FDA’s due date for applications to market deemed non-combustible products, such as vapor products) and only those products that either fail to file a PMTA by the deadline or file an insufficient/not compelling PMTA.

In the meantime, industry and public health advocates alike will continue to be confused and frustrated by the myriad of products being trumpeted as “new” to the consumer, without any real possibility to verify if a product adheres to the FDA’s deeming rule (absent FDA intervention). Kovacevic adds another twist: “Of course, consumer-driven litigation for deceptive practices could change all that, but it would take time for the litigation to percolate through the court system.”

For now, confusion will remain commonplace.

FDA puts e-cig makers on notice: Fix ‘epidemic’ teen use or products may be pulled from market

In an unprecedented move, the Food and Drug Administration has ordered five brands — Juul, Vuse, MarkTen, blu e-cigs, and Logic — to submit plans to address teen use of their products within 60 days.
Across the entire e-cigarette category, the FDA is considering restricting manufacturers from selling flavored nicotine liquid or making the products undergo an agency review.
E-cigarettes, particularly Juul, have become a phenomenon among high school and middle school students.

Federal regulators are threatening to pull e-cigarettes from shelves if manufacturers do not control teen use, which officials say has reached epidemic levels.

The Food and Drug Administration was prepared to embrace e-cigarettes as a way to wean adult smokers from cigarettes, but the agency is rethinking its approach after seeing scores of teens vaping. The crackdown by the FDA includes historic action against more than 1,300 retailers and five major manufacturers for their roles in “perpetuating youth access,” the agency said.

“E-cigs have become an almost ubiquitous — and dangerous — trend among teenagers,” FDA Commissioner Scott Gottlieb said in a statement. “The disturbing and accelerating trajectory of use we’re seeing in youth, and the resulting path to addiction, must end. The FDA cannot tolerate a whole generation of young people becoming addicted to nicotine as a trade off for enabling adults to access these products.”

The e-cigarette craze has driven what’s arguably the largest uptick of teen nicotine use in decades after years of driving cigarette smoking rates to record lows. Teens who would have never smoked cigarettes are happily inhaling fruity flavors, sometimes without realizing it is packed with nicotine, an addictive substance. Middle school and high school students sneak the devices into schools and flaunt pictures of their vapes or of themselves performing tricks on Instagram.

FDA order targets five brands

The FDA is specifically ordering five brands — Juul, British American Tobacco‘s Vuse, Altria‘s MarkTen and Imperial Brands‘ Blu E-cigs and Logic — to submit plans within 60 days detailing how they will prevent teens from using their products. The agency may require the companies to revise their sales and marketing practices, to stop distributing products to retailers who sell to kids and to stop selling some or all of their flavored e-cigarette products until they clear the application process.

Between now and the 60-day mark, the FDA will investigate manufacturers’ marketing and sales practices, including holding “boots on the ground inspections.”

A Juul spokeswoman said the company will work proactively with the FDA in response to its request. “We welcome the FDA’s actions today, and we look forward to sharing our thoughts about how to prevent and reduce youth usage, an issue we’ve focused on for decades,” an Altria spokesman said.

Representatives for the other four manufacturers did not immediately respond to requests for comment.

Tobacco stocks surged on news of the FDA’s action.

As part of the FDA’s largest-ever coordinated action against illegal sales, the agency has sent warning letters to more than 1,100 retailers that are selling e-cigarettes to teens despite a federal ban on sales to minors. It has fined 131 retailers, with fines ranging from $279 to $11,182.

These actions come after the agency conducted a blitz of both brick-and-mortar and online retailers between June and the end of August. The FDA warned and fined more than 60 retailers in that first retail effort.

Across the entire e-cigarette category, the FDA is considering restricting manufacturers from selling flavored nicotine liquid or making the products undergo an agency review. Products that were on the market before Aug. 8, 2016, were supposed to start undergoing review this year until Gottlieb extended the deadline until Aug. 8, 2022, so manufacturers would have more time to file complete applications.

Looking for ‘straw’ purchases

Additionally, the agency is investigating whether manufacturers’ online shops are being used for “straw” purchases, where buyers resell products to minors. If the FDA identifies problems, it can take both civil and criminal actions.

“Let me be clear: Everything is on the table, including all our civil and criminal enforcement tools,” Gottlieb said. “If the companies don’t know, or if they don’t want to know, that these straw purchases are occurring, we’ll now be helping to identify it for them.”

E-cigarettes are a major component of the FDA’s sweeping tobacco initiatives, which includes its quest to lower the amount of nicotine in conventional cigarettes to minimally or nonaddictive levels. These devices are billed as a less harmful way for adults who can’t or don’t want to quit smoking to continue receiving nicotine. However, any potential benefits to adults have been overshadowed by the surge in teen use.

Lawmakers gave the FDA authority to regulate tobacco products in 2009 when Congress passed the Tobacco Control Act. The agency extended its reach to e-cigarettes in 2016, the year it decided products that were already on the market would need to be reviewed and new products would need to apply first.

Juul, which is privately held, dominates the market, representing about 72 percent of sales, according to Nielsen data compiled by Wells Fargo analyst Bonnie Herzog. Most Juul pods contain 5 percent nicotine, as much as a pack of cigarettes. Its eight flavors include sweet options like creme (formerly known as creme brulee), which critics say appeal to kids, not former adult smokers trying to quit. The FDA has already started the process of examining the role flavors play in both cases.

Flavors may drive youth use

Gottlieb said Wednesday he believes certain flavors “are one of the principal drivers” of teen use.

“We know that the flavors play an important role in driving the youth appeal,” Gottlieb said. “And in view of the trends underway, we may take steps to curtail the marketing and selling of flavored products. We are actively evaluating how we would implement such a policy.”

E-cigarette manufacturers have touted initiatives they’ve taken to keep their products out of kids’ hands. However, Gottlieb said in his view, they’ve treated these issues “like a public relations challenge rather than seriously considering their legal obligations, the public health mandate and the existential threat to these products.”

Lawmakers, including Senate Minority Leader Chuck Schumer, D-N.Y., have pressed the FDA to do something to control youth use. Despite the criticism he faced, Gottlieb has remained largely supportive of e-cigarettes. But he repeatedly warned companies to seriously address teen use.

“This isn’t our choice alone,” Gottlieb said. “I’ve been warning the electronic cigarette industry for more than a year that they needed to do much more to stem the youth trends. In my view, they treated these issues like a public relations challenge rather than seriously considering their legal obligations, the public health mandate, and the existential threat to these products.”

Under Gottlieb, the FDA has embraced e-cigarettes as a potentially less harmful alternative for adult smokers. As part of Gottlieb’s sweeping plan to overhaul tobacco regulation, he wants to reduce the amount of nicotine in conventional cigarettes to minimally or nonaddictive levels. In doing that, Gottlieb recognizes he needs to give people who are already hooked another less harmful option.

“We’re committed to the comprehensive approach to address addiction to nicotine that we announced last year,” Gottlieb said. “But at the same time, we see clear signs that youth use of electronic cigarettes has reached an epidemic proportion, and we must adjust certain aspects of our comprehensive strategy to stem this clear and present danger.”
